The Ministry of Public Security has just issued Circular 24/2023/TT-BCA, effective from August 15, 2023, stipulating the issuance and revocation of registration and license plates of motor vehicles. Accordingly, the license plate number will be deployed nationwide from August 15, 2023.Circular 24/2023/TT-BCA stipulates the cases of determining the identification number plate for vehicles with 3 or 4 or 5 number plates registered.

DFor vehicles that have registered a 5-digit license plate before August 15, 2023 but have not yet carried out the procedures for revocation, that number plate number will be identified as the identification plate of the vehicle owner. For vehicles with registered 5-digit plates, if the vehicle owner has carried out the recall procedures before August 15, 2023, such number plates will be transferred to the license plate warehouse to issue license plates according to regulations.

1. For vehicles with 3 and 4 number plates registered
For vehicles with 3 or 4 number plates registered, they continue to be allowed to participate in traffic, unless the vehicle owner wishes to issue a license plate number or when the vehicle owner carries out the procedures for granting and changing the vehicle registration certificate, issue and change license plates, re-issue vehicle registration certificates, re-issue license plates or register to change names, move vehicles in accordance with regulations of law. Circular 24/2023/TT-BCAthen withdraw the 3 or 4 number plate and change it to the identification number plate according to regulations.
Note: When changing the place of residence, the car owner does not have to change the license plate:
In case the vehicle owner moves his/her head office or residence from one province or centrally-run city to another, the vehicle owner's license plate number shall be retained (no need to change the license plate).
2. For vehicles that have expired or change ownership
According to Circular 24/2023/TT-BCA, In case the vehicle is expired, damaged or ownership is transferred, the vehicle owner's identification number plate will be recovered and re-issued by the vehicle registration authority when the vehicle owner registers another vehicle under his/her ownership.
The identification number plate number is retained for the vehicle owner for a period of 5 years from the date of revocation; Past the above time limit, if the vehicle owner has not yet registered, such identification number plate number will be transferred to the number plate warehouse for registration and issuance to organizations and individuals as prescribed.
