On October 19, 2023, the Government issued Decree 75/2023/ND-CP amending and supplementing a number of articles of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government regulating details and instructions on measures to implement a number of articles of the Health Insurance Law.

Health insurance participants must present their health insurance card with photo or citizen identification card when undergoing medical examination and treatment; in case of presenting a health insurance card without a photo, must also present one of the identification documents with a photo issued by a competent agency or organization or a confirmation from the commune-level police or another document with confirmation from the educational institution where the student is managed; Other legal identity documents or level 2 electronic identification documents according to the provisions of Decree No. 59/2022/ND-CP dated September 5, 2022 of the Government regulating identification and electronic authentication.
Thus, according to this regulation, when going for medical examination and treatment, people can use citizen identification or the VNeID application that has integrated health insurance cards instead of paper health insurance cards.

(1) In case of using a citizen identification card with a chip, people present their citizen identification card so that medical staff will scan the QR code, check and compare health insurance information and carry out medical examination and treatment procedures.
(2) In case of using VNeID instead of paper health insurance card:
Step 1: Access the VNeID application with a level 2 identification account;
Step 2: Turn on the "Verify application via QR code" function in the "Personal" section;
Step 3: Return to “Home” to create an electronic identification QR code;
Step 4: Medical staff log in to the VNelD application with a level 2 identification account; Then scan the QR code provided by the citizen to determine whether the citizen's VNelD application is real or fake..
(3) In addition, according to Official Dispatch 1493/BHXH-CSYT of Vietnam Social Insurance, people going for medical examination and treatment can use the image of their health insurance card on the VssID application, specifically:
Step 1: Log in to the VssID application with your social insurance code and password;
Step 2: Select “Health Insurance Card”;
Step 3: Select “Use card” or “Card image”.
Thus, when going for medical examination and treatment, people can use one of the following documents:
(1) Use paper health insurance cards;
(2) Usea citizen identification card with a chip;
(3) Use the VssID application;
(4) Use VNeID application.
Decree 75/2023/ND-CP takes effect from December 3, 2023.
