License plates are issued and managed according to the vehicle owner's identification code. Accordingly, the identification number plate is the number plate with the symbol, the number plate series, the size of the letters and numbers, the color of the number plate, specifically:
- For car owners who are Vietnamese citizens, license plates are managed by personal identification numbers. If the vehicle owner is a foreigner, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system, or permanent residence card number, temporary residence card number, or identity card number. other issued by the competent authority.
- For the vehicle owner being an organization, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; If the organization does not have an electronic identification code, it shall be managed according to its tax identification number or establishment decision.
In case the vehicle is expired, damaged or ownership is transferred, the vehicle owner's identification number plate will be recovered and re-issued by the vehicle registration agency when the vehicle owner registers another vehicle under his/her ownership. .The identification plate number is retained for the vehicle owner for a period of 5 years from the date of withdrawal. Past this time limit, if the vehicle owner has not yet registered, the identification number plate number will be transferred to the number plate warehouse for registration and granting to organizations and individuals according to regulations.
In case the vehicle owner moves his/her head office or residence from one province or centrally-run city to another, the vehicle owner's license plate number shall be retained (no need to change the license plate).
