The State Bank has just issued Circular 18/2024/TT-NHNN on bank card activities, including regulations on bank card limits valid from 01/07/2024.

Specifically, according to Article 13 of Circular 18/2024/TT-NHNN, card-issuing agencies must agree with the cardholder on the following limits, ensuring compliance with Circular 18/2024/TT-NHNN and current legal regulations on foreign exchange management as well as other related legal regulations:
- Payment limit
- Transfer limit
- Cash withdrawal limit
- Other limits on card usage
Specially,
For foreign currency cash withdrawal limits abroad: each card can withdraw a maximum amount of foreign currency equivalent to 30 million VND per day.
- For credit cards: the total cash withdrawal limit calculated according to the BIN of the credit card is a maximum of 100 million VND per month. (This regulation is effective from 01/01/2025).
- For prepaid cards: the card-issuing agency will specify the balance limit and the additional loading limit. The transaction limit ensures that the balance on each anonymous prepaid card does not exceed 5 million VND at any time.
Additionally, the total transaction limit (including transactions: cash withdrawals, transfers, payments for goods and services) on each identified prepaid card does not exceed 100 million VND per month.
In conclusion, from July 1, 2024, bank card transaction limits will change as analyzed above by TLK Law.
