Circular 15/2024/TT-NHNN stipulates that payment service providers when providing payment services by electronic means from July 1, 2024 must meet the following requirements: 

- Comply with regulations on the preparation, processing, use, preservation and storage of e-documents in accordance with the law on electronic transactions. 

- Develop a payment process in which there is enough necessary information to check and compare to identify customers; meet technical infrastructure; manage risks, safety and security when payment services are performed by electronic means in accordance with the regulations of the Governor of the State Bank and the law on electronic transactions. 

- Having a written agreement with the client and related parties, which clearly stipulates the rights and obligations of the parties and the dispute resolution mechanism (if any) in accordance with the law.

- The Bank shall take measures to notify customers in the electronic environment of proof of payment transactions made by electronic means, which at least clearly states the transaction reference number, transaction date, and transaction amount. The use of the notification channel must be via SMS or electronic mail or other notification channel and must be expressed in a written agreement with the customer.

- Comply with the provisions of the law on prevention and combat of money laundering.

For collection and payment services through public-utility postal service providers, they shall: 

- In order to perform the collection service, the beneficiary must provide the public-utility postal service provider with relevant necessary documents and documents as a condition for the public-utility postal service provider to collect money on behalf of the taxpayer in accordance with the written agreement between the public-utility postal service provider and the beneficiary enjoy and comply with relevant laws;

- For payment services, public-utility postal service providers shall strictly comply with the requirements of the payers in the written agreement between the public-utility postal service provider and the payer and comply with relevant laws;

- Public-utility postal service providers shall promulgate internal regulations to provide collection services and payment services to customers in accordance with relevant laws. 

Thus, organizations providing collection and payment services have the obligation and responsibility to comply with the provisions of Circular 15/2024/TT-NHNN. 

Circular 15/2024/TT-NHNN takes effect from 01/7/2024 except for Clause 6, Article 6 of Circular 15/2024/TT-NHNN effective from 01/01/2025.
