On February 10, 2025, the Government issued Decree 19/2025/ND-CP guiding the Investment Law 2020 on special investment procedures, including regulations on registration procedures for issuance of Investment Registration Certificates.

Accordingly, the fields applying special investment procedures comply with the provisions of Clause 1, Article 36a of the Investment Law 2020 (amended and supplemented in 2024), specifically:
Except for investment projects specified in Article 30 of the Investment Law 2020, investors have the right to choose to register investment according to the provisions of this Article for projects in industrial parks, export processing zones, high-tech zones, centralized information technology zones, free trade zones and functional zones in economic zones in the following fields:
- Investing in building innovation centers, research and development (R&D) centers; investing in the field of semiconductor integrated circuit industry, design technology, component manufacturing, integrated electronic circuits (IC), flexible electronics (PE), chips, semiconductor materials;
- Investment in the field of high technology is given priority in investment in development and production of products in the list of high-tech products encouraged for development according to the decision of the Prime Minister.
The operational objectives of investment projects applying special investment procedures according to Decree 19/2025/ND-CP must be in the field specified in Clause 1, Article 2 of Decree 19/2025/ND-CP
Investment projects in high-tech zones must meet the principles and criteria for projects carrying out high-tech activities according to the 2008 High Technology Law and the Government's regulations on high-tech zones.
Decree 19/2025/ND-CP takes effect from February 10, 2025.
