From October 8, 2022, the new Circular No. 55/2022/TT-BTC promulgates a number of articles of Circular No. 238/2016/TT-BTC stipulating the price of technical safety inspection services and environmental protection for motor vehicles, equipment and special-use motorcycles in circulation; assessment and calibration of motor vehicle testing equipment will take effect.

According to this newly amended and supplemented Circular, the price of car registration services of all kinds is adjusted to increase by 10,000 VND/vehicle compared to the current one.
The service price specified in Circular 55/2022/TT-BTC is the price inclusive of value-added tax (the tax rate is ten percent - 10%) and the cost of issuing a certificate of registration of technical safety and environmental protection for motor vehicles and special-use motorcycles; excluding expenses for accommodation, travel, and contact information to serve the inspection work at places more than 100 km away from the registered office.
Note: Expenses for accommodation, travel, and contact information to serve the inspection work in places more than 100 km away from the head office of the registry (if any) shall comply with the current regulations of the Ministry of Finance on working-trip allowances for state agencies and public non-business units.

Specifically, trucks with a volume of goods allowed to be transported in traffic over 20 tons, tractors with a towing weight of over 20 tons, and special-purpose cars have the inspection service fee of VND 560,000/vehicle previously, but now it has increased to VND 570,000/vehicle.
Similar:
Tractors, motorized four-wheelers, motorized four-wheelers, and similar means of transport; trailers, semi-trailers: increased from 180,000 VND/vehicle to 190,000 VND/vehicle.
Cars carrying people with more than 40 seats (including drivers), and buses: increased from 350,000 VND/vehicle to 360,000 VND/vehicle.
For cars carrying people from 10 seats to 24 seats (including the driver), the price will be 290,000 VND per vehicle instead of 280,000 VND per vehicle currently.
For passenger cars with less than 10 seats and ambulance cars, the price will be 250,000 VND/vehicle instead of the current 240,000 VND/vehicle.

Vehicles that do not meet technical safety and environmental protection standards must be maintained and repaired for re-inspection. The cost of re-inspections is calculated as follows:
Firstly, if the re-inspection is conducted on the same day (during working hours) as the first inspection, then: exemption for the 1st and 2nd re-inspection; re-inspection from the 3rd time, and each time of re-inspection, the fee is equal to 50% of the price of the first inspection;
Secondly, if the re-inspection is conducted after 01 day and within 07 days (excluding the day off according to the regime) from the date of the first inspection, each re-inspection will be charged 50% of the price of the first inspection;
Thirdly, if the re-inspection is carried out after seven days (excluding holidays according to the regime) from the date of the first inspection, the inspection price is calculated as the first inspection.
