To conduct the goal of building a Digital Government, at the same time, realizing the need for setting up new regulations on building, updating, managing, exploiting, and using the National Database on citizen reception, settlement of complaints and denunciations, on August 23, 2022, the Government issued Decree No. 55/2022/ND-CP stipulating the national database on citizen reception, application processing, and settlement of complaints, denunciations, recommendations, and reflections. This Decree will come into effect on October 10 here.

Accordingly, the national database on citizen reception, application processing, settlement of complaints, denunciations, petitions, and reflections (from now on referred to as Database) is a collection of information on complaints, denunciations, recommendations, and considerations of agencies, organizations, and individuals; and information and data on citizen reception, application handling, and settlement of complaints and denunciations and handling requests and complaints from competent authorities to be standardized, digitized, archived and managed by information infrastructure following Decree 55/2022/ND-CP and other laws related.
This database was built to serve the state management of citizen reception, settlement of complaints, denunciations, recommendations, and reflections. The database is centrally managed at the Government Inspectorate and updated and exploited at ministries, ministerial-level agencies, Governmental agencies, and People's Committees at all levels.

Principles of creating, updating, managing, exploiting, and using the Database are:
Firstly, comply with the provisions of the law on citizen reception, application handling, settlement of complaints, denunciations, petitions, reflections, protection of state secrets, protection of personal information, and other relevant laws;
Secondly, make sure to conform to the national information system architectural framework, meeting standards on databases and other means of technical regulations, and information technology;
Thirdly, ensure timely, complete, accurate, and proper rights and purposes as prescribed by law;
Fourthly, ensure the database’s close, safe, stable, smooth management, and operation.

In addition, Decree 55/2022/ND-CP also stipulates prohibited acts in building, updating, managing, exploiting, and using the Database which is:
One, intentionally failing to update or update incomplete or inaccurate information or data; falsifying information, illegally changing, deleting, or destroying data in the Database;
Two, unauthorized access to the Database;
Three, illegally exploiting, using, or disclosing information in the Database or taking advantage of the provision of data for personal gain;
Fourth, destroy, sabotage, or damage the information infrastructure system or hinder the operation, stability, and continuity of the Database.
