On March 31, 2024, the Government issued Decree 34/2024/ND-CP regulating the List of dangerous goods, transportation of dangerous goods by road motor vehicles and inland waterway vehicles. The Decree regulates cases of revocation of licenses to transport dangerous goods.

Specifically, in Decree 34/2024/ND-CP, cases of revocation of licenses to transport dangerous goods are as follows:
(1) A transporter transporting dangerous goods has his license revoked in one of the following cases:
- Providing a copy that is inconsistent with the original or incorrect information in the application for a Dangerous Goods Transport Certificate;
- Carrying out the transportation of dangerous goods inconsistently with the license application dossier or with the issued Dangerous Goods Transport License;
- Terminate operations according to the provisions of law;
- Using people to transport dangerous goods without being trained in dangerous goods safety according to regulations.
(2) The order and procedures for revoking the License to transport dangerous goods are carried out as follows:
- Issue a decision to revoke the License;
- Send the decision to revoke the License to the transporter and post the information on the unit's website (if any);
- The transporter must return the License to the License-issuing agency and stop transporting dangerous goods according to the decision to revoke the License immediately after the decision takes effect.
Except for the case of revocation of the License due to termination of operations according to the provisions of law, for the remaining cases, the Licensing agency shall not re-issue the License within 30 days from the effective date of the revocation decision. After 30 days from the effective date of the revocation decision, if there is a need to continue transporting, the carrier must follow the same procedures as the first issuance of a License according to regulations;
- Announce on the mass media, on the Portal or the agency's website about the revocation of the issued License.
Thus, from May 15, 2024, transporters transporting dangerous goods will have their license to transport dangerous goods revoked if they fall into the cases in Decree 34/2024/ND-CP.
Decree 34/2024/ND-CP takes effect from May 15, 2024.
