On March 19, 2025, the Minister of Finance promulgated Circular No. 10/2025/TT-BTC, stipulating the rates, collection, payment, management, and utilization of fees for maintaining the use of Internet resources, as well as charges for the allocation and issuance of Internet resources. A significant provision within this Circular pertains to the registration fees for the use of the national domain name “.vn”, applicable from May 3, 2025.

According to Section I of the Fee and Charge Tariff appended to Circular No. 10/2025/TT-BTC, the registration fees for the national domain name ".vn" are specified as follows:
- Second-Level Domain Names:
+ Single-character: VND 100,000 per registration
+ Two-character: VND 100,000 per registration
+ Other second-level domain names: VND 100,000 per registration
- Third-Level Domain Names under Common Second-Level Domains:
+ Domains such as com.vn, net.vn, biz.vn, ai.vn: VND 100,000 per registration
+ Domains such as edu.vn, gov.vn, org.vn, ac.vn, health.vn, int.vn, and domains corresponding to administrative divisions: VND 50,000 per registration
+ Domains such as info.vn, pro.vn, id.vn, io.vn, name.vn: VND 10,000 per registration
- Vietnamese Language Domain Names: VND 10,000 per registration
Obligated Entities and Fee Collection Authorities:
- Fee Payers: Organizations and individuals, both domestic and foreign, who are granted, register, or utilize the national domain name ".vn"; domestic organizations allocated, granted, or registered to use IP addresses or network identifiers of Vietnam.
- Fee Collecting Agencies: Competent authorities responsible for the allocation, granting, registration, and management of Internet resources in Vietnam, as prescribed by law.
According to Circular No. 10/2025/TT-BTC, fee payers shall remit fees to the collecting agencies by the methods stipulated in Circular No. 74/2022/TT-BTC. Specifically, the registration fee for the use of the national domain name ".vn" is to be paid in a lump sum at the time of registration.
Note: In instances of transfer of domain name usage rights, the transferee is required to pay the registration fee upon re-registration of the domain name.
A notable provision in Circular No. 10/2025/TT-BTC offers preferential treatment for Vietnamese citizens aged 18 to 23 who register the domain name “id.vn”. Specifically, from May 3, 2025, to December 31, 2025, individuals within this demographic will be exempt from maintenance fees for the first two years, with fee obligations commencing from the third year onward.
Circular No. 10/2025/TT-BTC delineates the registration fee structure for the national domain name “.vn”, with varying rates contingent upon the domain type (second-level, third-level, Vietnamese language). The standard fee for second-level and certain third-level common domains is VND 100,000 per registration, while other third-level domains and Vietnamese language domains are subject to lower fees. The Circular applies to both domestic and foreign entities registering for the “.vn” domain name.
Circular No. 10/2025/TT-BTC takes effect from May 3, 2025.
