On April 15, 2025, the Prime Minister issued Decision No. 766/QĐ-TTg approving the Scheme on “Digital Transformation in Legal Dissemination and Education for the 2025 - 2030 period.”

To fundamentally and comprehensively reform the management and organization of legal dissemination and education activities for citizens and enterprises, with a focus on integrating digital technology alongside effective traditional methods, the Prime Minister has proposed the following key solutions:
- Develop and enhance the Legal Support Portal for Enterprises.
+ Upgrade the current Legal Support webpage for enterprises under the Ministry of Justice’s official portal into a standalone Legal Support Portal for Enterprises;
+ Upgrade, operate, and regularly update the legal support webpages/sections for enterprises managed by ministries, central agencies, and local authorities; with a focus on building databases containing enterprise-related legal cases and issues, official documents issued by competent authorities regarding the resolution of such cases, and legal advisory documents provided by the legal consultant network.
- Digital Transformation in Legal Dissemination and Education
+ Deploy legal information, dissemination, and education content via social media platforms to improve accessibility and engagement with citizens and businesses;
+ Deploy legal information, dissemination, and education content via the VNeID application and other digital platforms operated by ministries, central agencies, and local authorities, in order to broaden access channels to legal information.
- Develop and upgrade online legal knowledge examination software to ensure accessibility and shared use across ministries, central agencies, and local authorities.
+ Implement legal dissemination and education through the digital grassroots loudspeaker system, which is directly connected to the central information network managed by the Ministry of Culture, Sports and Tourism;
+ Continue to leverage, enhance, and optimize existing legal dissemination and education applications that have been effectively implemented by ministries, central agencies, and local organizations, ensuring consistency and improved operational efficiency.
Accordingly, the Prime Minister’s issuance of Decision No. 766/QĐ-TTg dated April 15, 2025 approving the Scheme on “Digital Transformation in Legal Dissemination and Education for the 2025–2030 period” clearly reflects a fundamental and comprehensive reform orientation toward a modernized approach, placing citizens and enterprises at the center of legal communication and education efforts.
In this context, the development and enhancement of the Legal Support Portal for Enterprises plays a pivotal role in improving access to legal information, facilitating the resolution of legal issues and obstacles faced by businesses, thereby contributing to more effective law enforcement and ensuring a transparent, stable, and sustainable investment and business environment. This marks a significant milestone in the national digital transformation roadmap in the legal sector, while reaffirming the proactive and supportive role of the State in accompanying enterprises on the path of socio-economic development.
Decision No. 766/QĐ-TTg takes effect on April 15, 2025.
