On March 31, 2025, the Government promulgated Decree No. 73/2025/NĐ-CP, amending the preferential import tariff rates for several commodities listed in the Preferential Import Tariff Schedule attached to Decree No. 26/2023/NĐ-CP regarding Export Tariff Schedule, Preferential Import Tariff Schedule, Lists of Goods, and Levels of Specific Duty, Mixed Duty, and Out-of-Quota Import Duty.

Decree No. 73/2025/NĐ-CP revises and supplements preferential import tariff rates for a number of commodities as prescribed in Appendix II – Preferential Import Tariff Schedule by Taxable Commodity List under Article 3 of Decree No. 26/2023/NĐ-CP, by setting forth new preferential import duty rates.
Accordingly, the following preferential import tax rates are reduced:
- Automobile items under HS codes 8703.23.63 and 8703.23.57: reduced from 64% to 50%; HS code 8703.24.51: reduced from 45% to 32%;
- Ethanol: reduced from 10% to 5%;
- Frozen chicken thighs: reduced from 20% to 15%;
- Pistachios (in shell): reduced from 15% to 5%;
- Almonds: reduced from 10% to 5%;
- Fresh apples: reduced from 8% to 5%;
- Sweet cherries: reduced from 10% to 5%;
- Raisins: reduced from 12% to 5%;
- Wood and wood products, including:
+ Heading 44.21: Wooden products (such as coat hangers, coffins, spools, bobbins, sewing thread reels, matchwood sticks, etc.): reduced from 20–25% to 0%;
+ Headings 94.01 and 94.03: Seats and parts of seats; wooden furniture: reduced from 20% and 25% to a uniform rate of 0%;
- Liquefied natural gas (LNG): reduced from 5% to 2%;
- Ethane: HS code 2711.19.00 is added to Chapter 98 with a preferential import tax rate of 0%;
- Corn kernels: reduced from 2% to 0%; Soybean meal: reduced from 1% and 2% to 0%.
Thus, from March 31, 2025, with the promulgation of Decree No. 73/2025/NĐ-CP, the Government has officially adjusted and reduced preferential import tax rates for many essential and consumer goods. This move not only aims to support the stabilization of domestic prices and reduce input costs for enterprises, but also contributes to promoting trade, production, and consumption activities in line with the context of economic integration and the goal of sustainable development.
Decree No. 73/2025/NĐ-CP takes effect from March 31, 2025.
