On July 21, 2023, the Government issued Decree 55/2023/ND-CP amending Decree 75/2021/ND-CP stipulating the level of allowances, allowances and preferential regimes for people with meritorious services to the revolution.

Decree 55/2023/ND-CP, stipulating the standard level of preferential allowance for people with meritorious services to the revolution, increased from VND 1,624,000 to VND 2,055,000. Increase the level of allowances and preferential allowances for people with meritorious services in the direction of sharply increasing the benefit level, specifically as follows:

Firstly, monthly allowances and preferential allowances for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution are specified in Appendix I issued together with Decree 55/2023/ND-CP.
Second, the monthly preferential allowance for war invalids and policy beneficiaries as war invalids is specified in Appendix II issued together with Decree 55/2023/ND-CP.
Thirdly, the monthly preferential allowance for war invalids of class B is specified in Appendix III issued together with Decree 55/2023/ND-CP.
Fourthly, the one-time preferential allowance for people with meritorious services to the revolution and their relatives with meritorious services to the revolution is specified in Appendix IV issued with Decree 55/2023/ND-CP.
In case the one-time allowance is calculated according to seniority, after the number of years of participation in the resistance has been rounded, but there are odd months, the odd number of months shall be rounded according to the principle: from full 06 months to less than 12 months is counted as 01 year, under 06 months is counted as 06 months. In case the date and month of the beginning of resistance activities cannot be determined, it shall be counted from July 1 of that year.
The allowances and preferential allowances for people with meritorious services to the revolution according to the provisions in Appendix I, Appendix II, Appendix III, Appendix IV issued together with Decree 55/2023/ND-CP and the allowance level, Appendix VI issued together with Decree 75/2021/ND-CP are regulated according to the standard rate in Decree 55/2023/ND-CP and shall be implemented from July 1, 2023.
Decree 55/2023/ND-CP takes effect from September 5, 2023.
