On May 14, 2024, the Prime Minister issued Decision No. 412/QD-TTg approving a plan to reduce and simplify regulations related to business activities within the scope of management functions of the Ministry of Finance for the period 2024-2025. According to the Decision, a number of business lines managed by the Ministry of Finance have simplified procedures, including tax business lines.

Specifically, according to the Plan to reduce and simplify regulations related to business activities within the scope of management functions of the Ministry of Finance for the period 2024-2025 issued with Decision 412/QD-TTg, the industry Business profession - Tax field is regulated with plans to reduce and simplify procedures as follows:
(1) Administrative procedures are prescribed for reduction and simplification: Reduction of personal income tax, business households, and individual businesses facing difficulties due to natural disasters, fires, accidents, suffering from a serious illness (TTHC code: 3.000083);
(2) Content of reduction and simplification: Supplementing methods of implementing administrative procedures in the electronic environment;
(3) Reason: Create favorable conditions for subjects to carry out administrative procedures;
(4) Implementation recommendation: Supplementing regulations on implementing administrative procedures in the electronic environment in Decree No. 126/2020/ND-CP dated October 19, 2020 of the Government; Circular No. 80/2021/TT-BTC dated September 29, 2021 guiding the implementation of a number of articles of the Law on Tax Administration and Decree No. 126/2020/ND-CP;
(5) Implementation roadmap: 2024 - 2025.
Based on the above regulations, it can be seen that the content of cutting and simplifying procedures for reducing personal income tax, business households, and individual businesses encountering difficulties due to natural disasters, fires, accidents, etc. suffering from a serious illness is to supplement the method of carrying out administrative procedures in the electronic environment to create favorable conditions for subjects to carry out administrative procedures. Detailed regulations are expected to be supplemented in Decree No. 126/2020/ND-CP dated October 19, 2020 of the Government; Circular No. 80/2021/TT-BTC dated September 29, 2021 guiding the implementation of a number of articles of the Law on Tax Administration and Decree No. 126/2020/ND-CP with a roadmap for implementation in 2024-2025.
Decision No. 42/QD-TTg of the Prime Minister takes effect from May 14, 2024.
