On January 18, 2024, the National Assembly passed the Land Law at the 5th extraordinary session. The Land Law 2024 includes 16 chapters with 260 articles that have been fully grasped and institutionalized in accordance with the spirit of the Resolution No. 18-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee. One of the outstanding new features of the Land Law is the regulation on expanding the limit for individuals to transfer agricultural land use rights.

According to the Land Law 2013, the limit for receiving agricultural land use rights for individual households is no more than 10 times the individual's agricultural land allocation limit for each type of land (including land for annual crops, land for growing crops). perennial, aquaculture land, salt production land, protective forest land, production forest land). However, according to the Land Law 2024, the limit for receiving agricultural land use rights for individuals is no more than 15 times the individual's agricultural land allocation limit for each type of land.

In addition, the Land Law 2024 also adds specific regulations on factors to determine the limit for receiving agricultural land use rights. Accordingly, determining the limit for receiving agricultural land use rights must be based on the following factors:
- Land conditions and production technology;
- Shifting the labor force and economic structure; the process of urbanization.
The limit for receiving transfer of agricultural land use rights from local individuals is determined in detail by the Provincial People's Committee based on the specific conditions of each locality based on the above regulations.
The above regulations create conditions for agriculture to develop quickly, sustainably, and effectively, firmly ensuring national food security and an increasingly large scale of agricultural commodity production.
Land Law 2024 takes effect from January 1, 2025.
