On January 31, 2026, the Government promulgated Decree No. 49/2026/ND-CP providing detailed guidance on the implementation of Resolution No. 254/2025/QH15. The Decree specifically stipulates the decentralization and delegation of authority to commune-level People’s Committees in the issuance of Land Use Right Certificates (Red Books).
