On December 26, 2023, the Minister of Foreign Affairs issued Circular 06/2023/TT-BNG amending Circular 02/2011/TT-BNG guiding procedures for registering Vietnamese citizens abroad.

Specifically, Circular 06/2023/TT-BNG amending Circular 02/2011/TT-BNG guides procedures for registering Vietnamese citizens abroad as follows:
(1) Application for registration of Vietnamese citizens abroad from February 15, 2024. The applicant for citizen registration submits 01 set of documents including:
- 01 fully completed citizen registration form (can be declared online on the representative agency's website);
- 01 photocopy of Vietnamese passport or other document valid to replace Vietnamese passport for the cases stated in Circular 02/2011/TT-BNG;
- 01 photocopy of documents with personal identification number for cases stated in Circular 02/2011/TT-BNG.
In case a Vietnamese citizen does not have a personal identification number, submit 01 photocopy of identification documents and 01 photocopy of documents proving Vietnamese nationality as prescribed in the 2008 Law on Vietnamese Nationality, amended and supplemented. 2014 (Birth certificate; Identity card; Decision to naturalize Vietnamese nationality, Decision to restore Vietnamese nationality, Decision to recognize adoption for foreign children, Decision decision to allow foreigners to adopt children).
- 01 stamped envelope and recipient's address in case the applicant wants to receive results by mail.

(2) Form of application for registration of Vietnamese citizens abroad from February 15, 2024. Applications for registration of Vietnamese citizens abroad can be sent to representative agencies through the following 03 forms:
- Submit application directly to the representative agency;
- Submit application directly to the representative agency;
- Submit documents to the Representative Agency through the electronic environment in case the technical infrastructure at the representative agency allows (including connection to the national population database).
Thus, the application for registration of Vietnamese citizens abroad is stated above according to Circular 06/2023/TT-BNG from February 15, 2024.
Circular 06/2023/TT-BNG takes effect from February 15, 2024.
