On April 24, 2025, the Minister of Finance issued Circular No. 16/2025/TT-BTC, providing for the rates, collection regime, remittance, management, and use of fees for the provision of criminal record information.

Accordingly, the fee rates for the provision of criminal record information applicable to applications submitted online (including via the VNeID application) are as follows:
- Fee rates applicable from April 24, 2025 to December 31, 2025:
+ Fee for provision of criminal record information: VND 170,000 per request/person;
+ Fee applicable to the following beneficiaries: VND 80,000 per request/person for students aged 16 and above, undergraduates; persons with meritorious services to the revolution; relatives of martyrs, including biological parents, spouses, children (biological or adopted), and persons who raised martyrs.
Note: In cases where an applicant requests more than two Criminal Record Certificates in a single request, a surcharge of VND 5,000 per certificate shall apply from the third certificate onward.
- Fee rates applicable from January 1, 2026 onwards:
+ Fee for provision of criminal record information: VND 200,000 per request/person;
+ Fee applicable to the above-mentioned preferential beneficiaries: VND 100,000 per request/person for students aged 16 and above, undergraduates; persons with meritorious services to the revolution; relatives of martyrs, including biological parents, spouses, children (biological or adopted), and persons who raised martyrs.
Note: In cases where an applicant requests more than two Criminal Record Certificates in a single request, a surcharge of VND 5,000 per certificate shall apply from the third certificate onward.
Additionally, Article 5 of Circular No. 16/2025/TT-BTC sets out five cases of fee exemption for the provision of criminal record information from April 24, 2025, as follows:
- Children as defined under the Law on Children 2016;
- Elderly persons as defined under the Law on the Elderly 2009;
- Persons with disabilities as defined under the Law on Persons with Disabilities 2010;
- Individuals belonging to poor or near-poor households under poverty standards prescribed by law;
- Residents of extremely disadvantaged communes, ethnic minorities in communes with specially difficult socio-economic conditions, border communes, or safety zones as prescribed by law.
Thus, the issuance of Circular No. 16/2025/TT-BTC aims to regulate the fees for the provision of criminal record information via online channels, including the VNeID application, reflecting the State's effort to modernize administrative procedures and promote digital transformation in the justice sector. Citizens are advised to take note of the effective date and the newly applicable fee rates, as well as the exemption categories stipulated in Article 5 of the Circular.
Circular No. 16/2025/TT-BTC shall take effect on April 24, 2025.
