Citizen identity card, 9-digit identity card, 12-digit identity card are identity documents proving the unique characteristics of each citizen in terms of background and identity such as: Birth name, date of birth, gender, hometown,... Since the law on citizen identification came into force, many people wonder: Does the valid identity card have to be changed to a citizen's identity card?

To this question, first refer to the Law on Citizen Identification 2014 which provides as follows:
"1. This Law takes effect on January 1, 2016.
2. Identity cards issued before the effective date of this Law shall still be valid for use until the end of the prescribed period; when a citizen requests it, it can be changed to a citizen identification card.
3. Legally valid papers issued using information from identity cards remain legally valid"

In addition, the regulations on the shelf life of identity cards are also clearly stated in the Government's Decree No. 170/2007/ND-CP amending and supplementing a number of articles of the Government's Decree No. 05/1999/ND-CP dated February 03, 1999 on identity cards as follows: Identity cards are valid for use for 15 years from the date of issue.
Thus, it can be seen that the identity card that was issued before January 1, 2016 is still valid for use until the end of the 15-year period from the date of issue; when a citizen requests it, it can be changed to a citizen identification card.
Therefore, the law does not require citizens who are using a valid citizen's identity card to change to a citizen's identity card. In other words, people can continue to use their identity cards until they expire when they need to change or if they fall into one of the following cases: lost or damaged to the extent that they can no longer be used; change your middle name or date of birth; change the place of registration of permanent residence outside the province; changes in identifying characteristics such as scar removal, moles, cosmetic surgery ...
