The proposal to issue and manage license plates according to the vehicle owner's identification number is the content in the Draft Circular regulating the issuance and revocation of registration and license plates of motor vehicles to replace Circular 58/2020/TT-BCA.

According to Article 3 of the draft circular, one of the general principles of vehicle registration is as follows:
- Motor vehicles of legal origin, ensuring quality, technical safety and environmental protection standards may be registered and issued with a set of license plates according to the provisions of the Draft Circular.
The vehicle owner being an organization or individual has his/her headquarter and place of residence (registration place of permanent or temporary residence) in any locality, the vehicle shall be registered at the vehicle registration office in that locality.

License plates are issued and managed according to the vehicle owner's identifier (hereinafter referred to as the identification number plate):
+ For the Vietnamese car owner, the license plate is managed according to the personal identification code;
+ For foreigners, the license plate is managed according to the identification code of the foreigner;
+ For organizations, license plates are managed according to the organization's identification code or tax code.
- In case the vehicle's service life is expired, damaged or ownership is transferred, such license plate shall be recovered and re-issued by the vehicle registration authority when the vehicle owner registers another vehicle under his/her ownership; This identification number plate number is retained for the vehicle owner for a period of 5 years from the date of issuance of the certificate of revocation of registration and number plate (hereinafter referred to as the certificate of revocation); Past the above time limit, if the vehicle owner does not register, the vehicle registration agency will withdraw and put in the number warehouse to carry out vehicle registration according to regulations.
- In case the vehicle owner moves the head office or residence to another province or centrally-run city (hereinafter referred to as the original owner's move), he/she may keep that license plate (no need to change the license plate).
