1. Proposal to supplement regulations on age limit for practice cars
Accordingly, the draft Decree proposes to amend Decree 65/2016/ND-CP (modified at Decree 138/2018/ND-CP and Decree 70/2022/ND-CP) on conditions with practice cars:
- Having a driving training car of all classes under the lawful use right of the driver training institution; be licensed by the competent authority to practice driving; In case the training institution has a driving test service, based on the time of using the test vehicle for the purpose of the test, it is allowed to use the test vehicle to both conduct the driving test and train the driver. but the number of test vehicles used to calculate training traffic must not exceed 50% of the number of test vehicles used to teach driving practice;
- Trucks used to teach driving classes of classes B1, B2 must have a tonnage of 1,000 kg or more with the quantity not exceeding 30% of the total number of driving lessons of the same class of the training institution.
2. Proposal to supplement regulations on term of test vehicle
Accordingly, the draft Decree proposes to amend Decree 65/2016/ND-CP (modified at Decree 138/2018/ND-CP) on conditions for motor vehicles used for testing:Driving test in class A1, B1, B2 and C with a minimum of 02 vehicles each, other classes at least 01 vehicle of each class and must not be used for other business purposes; Driving test on the road at least 01 vehicle of each class. The driving test vehicle is under the lawful use right of an organization or individual that has a driving test center.
