From January 8, 2023, Circular 82/2022/TT-BQP takes effect. Circular 82/2022/TT-BQP replacing Circular No. 173/2020/TT-BQP dated December 30, 2020, of the Minister of National Defense detailing a number of articles of Decree No. 96/2020/ND-CP dated August 24, 2020 of the Government regulations on penalties for administrative violations in the field of national border management and protection

According to the provisions of Circular 82/2022/TT-BQP, documents with land border entry and exit values include:
- Vietnam - China border route: Passports, passports with electronic chips, visas, electronic visas, papers valid for international travel, travel documents, entry and exit passports, entry and exit passports in border areas, ABTC cards, temporary residence cards, permanent residence cards, visa exemption papers;
- Vietnam - Laos border route: Passports, passports with electronic chips, visas, electronic visas, papers valid for international travel, travel documents, border passes, information books passport, ABTC card, temporary residence card, permanent residence cards, visa exemption certificates;
- Vietnam - Cambodia border route: Passports, passports with electronic chips, visas, electronic visas, papers of international travel value, travel papers, border passes, ABTCs, temporary residence cards, permanent residence cards, and visa exemption certificates.

Thus, compared with Circular 173/2020/TT-BQP, Circular 82/2022/TT-BQP has added documents valid for entry and exit at land borders, namely passports with electronic chips, and electronic visas.
Circular 82/2022/TT-BQP takes effect from January 8, 2023.
