Decree 102/2024/ND-CP issued by the Government on July 30, 2024, has detailed regulations on 10 types of land for constructing important facilities in various social sectors, effective from August 1, 2024.

Accordingly, from August 1, 2024, the 10 types of land for constructing public cultural facilities include:
(1) Land for cultural facilities such as convention centers, theaters, community centers, cultural centers, youth centers, clubs, cinemas, circuses; symbolic and artistic structures (outdoor statues, triumphal arches, squares, memorials, etc.); children's palaces, youth centers, youth activity centers, museums, exhibition halls, libraries, literary creation centers, art creation centers, art galleries, headquarters of art troupes, and other cultural facilities established or permitted by the State;
(2) Land for social service facilities, including centers providing social work services, social welfare institutions; centers for medical treatment, education, and social labor; nursing centers for meritorious individuals; child support centers; care facilities for the elderly, disabled, and children in difficult circumstances; foster care facilities for children in difficult circumstances; and other social service facilities established or permitted by the State;
(3) Land for healthcare facilities, including hospitals, maternity hospitals, health centers, clinics, rehabilitation centers, medical nursing homes, preventive healthcare facilities, population centers, medical research and technology laboratories, animal breeding facilities, medicinal plant cultivation areas for medical purposes, calibration and testing facilities, medical examination and forensic examination facilities, pharmaceutical manufacturing facilities, medical equipment manufacturing facilities, facilities for the treatment of HIV/AIDS and mentally ill patients, and other healthcare facilities established or permitted by the State. This also includes areas for offices, commercial activities such as drugstores, restaurants, guesthouses for patients' families, and paid parking lots within the healthcare facility, except for those managed by the Ministry of Defense or the Ministry of Public Security;
(4) Land for educational institutions, including preschools, primary and secondary schools, continuing education centers, specialized schools, universities, vocational training institutions, and other educational institutions established or permitted by the State. This includes areas for offices, student dormitories, school supplies stores, restaurants, parking lots, and other functional areas within the educational institution, except for those managed by the Ministry of Defense or the Ministry of Public Security;
(5) Land for sports facilities, including sports complexes, training centers for athletes, sports centers, stadiums, golf courses (including driving ranges, landscaping, and supporting facilities for management, operation, and commercial activities), swimming pools, and other sports training and competition facilities; areas for offices, ticket sales, souvenir shops, sports equipment sales, parking lots, and other sports-related facilities, except for those managed by the Ministry of Defense or the Ministry of Public Security;
(6) Land for scientific and technological facilities, including research and development institutions, science and technology service organizations, startup support organizations, technology incubators, science and technology business incubators, innovation hubs, laboratories, corporate research facilities, science parks, science museums, measurement standards systems, scientific information and statistics infrastructure, co-working spaces for startups, and other scientific, technological, and innovation facilities established or permitted by the State;
(7) Land for environmental facilities, including facilities for environmental prevention, emergency response, and monitoring; biodiversity conservation monitoring facilities; and other environmental protection facilities;
(8) Land for meteorological and hydrological facilities, including meteorological and hydrological stations, climate change monitoring stations, and other meteorological and hydrological facilities;
(9) Land for diplomatic facilities, including diplomatic missions (embassies), consular offices of foreign countries, representative offices of international organizations in Vietnam, representative offices of foreign diplomatic organizations, and non-governmental organizations with diplomatic functions; diplomatic corps facilities managed by the State;
(10) Land for other public works as prescribed by law, not specified in items (1), (2), (3), (4), (5), 6), (7), (8) and (9).
Accordingly, from August 1, 2024, land for public works is classified into 10 main categories, serving various important aspects of social life.
Circular No. 102/2024/NĐ-CP is effective from August 1, 2024.
