On April 11, 2024, the Ministry of Finance issued Decision No. 820/QD-BTC regarding the enactment of the plan for supervising state capital investment in enterprises in the year 2024.

Specially, in Decision No. 820/QD-BTC regarding the enactment of the plan for supervising state capital investment in enterprises for the year 2024 as follows:
(1) The Ministry of Finance shall lead and coordinate with representative agencies of state ownership to conduct supervision over the situation of state capital investment in enterprises through two methods:
- Indirect supervision according to the provisions of the Law on Management and Use of State Capital Invested in Production and Business Activities of Enterprises in 2014;
- Direct supervision, focusing on the scope of state capital investment in enterprises; decision-making on investment principles, procedures, and procedures for state capital investment in enterprises; implementation of the rights and responsibilities of representative agencies of state ownership in state capital investment in enterprises.
(2) The subjects of supervision are representative agencies of state ownership reporting on state capital investment in enterprises occurring in 2023. According to the plan, the Ministry of Finance will supervise 14 enterprises under two central ministries, as well as the People's Committees of 6 provinces and centrally-run cities;
(3) The Enterprise Finance Department, the Financial Department of banks and financial institutions (Ministry of Finance) shall be responsible for leading and coordinating with relevant agencies and units to organize supervision for cases reporting on the occurrence of state capital investment in enterprises;
(4) Representative agencies of state ownership are responsible for supervising state capital investment in enterprises, preparing reports on the situation of state capital investment in enterprises in 2023, and submitting them to the Ministry of Finance as prescribed;
(5) The Director of the Enterprise Finance Department, the Head of the Financial Department of banks and financial institutions, and the Heads of relevant agencies and units shall be responsible for enforcement.
Thus, the Ministry of Finance has issued the plan for monitoring state capital investment in enterprises for the year 2024 in accordance with the provisions of Decision No. 820/QD-BTC.
Reference to Decision No. 820/QD-BTC shall come into effect on April 11, 2024.
