On November 15, 2024, the Ministry of Public Security issued Circular 79/2024/TT-BCA, which includes provisions on the time limits for processing the issuance and revocation of vehicle registration certificates, license plates for motor vehicles, and specialized vehicles. Circular 79 will replace Circular 24/2023/TT-BCA.

According to Article 7 of Circular 79/2024/TT-BCA, the time limits for issuing and revoking vehicle registration certificates and license plates are as follows:
- Issuing Vehicle Registration Certificates:
+ Issuing new vehicle registration certificates, issuing certificates in case of ownership transfer, or changing vehicle registration certificates: No more than 2 working days from the date of receiving complete and valid documents.
+ Reissuing vehicle registration certificates: Verification must be completed within 30 days from the date of receiving complete and valid documents. After verification, if conditions are met, reissuance must occur within 2 working days.
- Issuing License Plates:
+ Issuing new license plates: Issued immediately after receiving complete and valid documents.
+ Issuing license plates won through auction, changing license plates, or issuing personalized license plates: No more than 7 working days from the date of receiving complete and valid documents.
+ Reissuing license plates: Verification must be completed within 30 days from the date of receiving complete and valid documents. After verification, if conditions are met, reissuance must occur within 2 working days.
- Issuing Certificates of Revocation for Registration Certificates and License Plates:
+ For full online public service: No more than 8 working hours from receiving complete and valid documents.
+ For partial online public service or direct registration at the vehicle registration agency: No more than 2 working days from receiving complete and valid documents.
+ In case of lost registration certificates or license plates: Verification must be completed within 30 days from receiving complete and valid documents. After verification, if conditions are met, the certificate of revocation must be issued within 2 working days.
+ Issuing copies of the certificate of revocation for vehicle registration certificates and license plates: Verification must be completed within 30 days from receiving complete and valid documents. After verification, if conditions are met, a copy of the certificate must be issued within 2 working days.
- Issuing Temporary Vehicle Registration Certificates:
+ For full online public service: No more than 8 working hours from receiving complete and valid documents.
+ For partial online public service or direct registration at the vehicle registration agency: 1 working day from receiving complete and valid documents.
- For cases where vehicle registration fees must be paid, the registration processing time is calculated from the date of receiving complete documents and when the vehicle owner has paid the registration fees.
Circular 79/2024/TT-BCA will take effect from January 1, 2025, and will replace Circular 24/2023/TT-BCA.
