On November 15, 2024, the Minister of Transport issued Circular No. 58/2024/TT-BGTVT, which provides regulations on the investment in parking and stopping points, as well as the location and scale of rest stops, parking, and stopping points on expressways.

According to Circular No. 58/2024/TT-BGTVT, the decision to invest in parking and stopping points on expressways, as well as the location and scale of rest stops and parking areas, will be considered and decided upon.
The Circular applies to organizations and individuals involved in making decisions regarding the investment in parking and stopping points, and determining the location and scale of rest stops and parking areas on expressways.
The Circular specifies the following regarding the investment in parking and stopping points on expressways:
- During the preparation of the feasibility study report, based on the demand for services and the nature of the project, the project preparatory unit will research and propose the investment in parking and stopping points at locations that:
+ Feature natural landscapes, tourist attractions, or historical and cultural sites aimed at promoting tourism and local culture;
+ Have convenient access roads that do not obstruct visibility and are suitable for the project’s terrain, geology, and hydrology, ensuring safety during operation.
- The authority responsible for approving the investment in the project (for public investment projects) or the authority approving the project (for public-private partnership projects) will decide on the investment in parking and stopping points based on the research and proposals of the project preparatory unit.
The parking and stopping points will include the following components:
- Access roads;
- The area for parking and stopping vehicles;
- A place to provide information, tourist maps, or other audiovisual equipment to assist in providing information to traffic participants or promoting local tourism.
Specifically:
- The access roads must comply with regulations on ramps and access roads on expressways according to the national technical standards for expressway roads;
- The surface of the parking and stopping area and the information provision area must be made of cement concrete with a minimum thickness of 20 cm or asphalt concrete with a minimum thickness of 7 cm;
- The traffic lanes within the parking and stopping area must have signs and lane markings; the turning radius must be at least 10 meters from the centerline of the road, ensuring the safe movement of vehicles within the parking and stopping area;
- There must be appropriate drainage measures.
Additionally, the location and scale of parking and stopping points on expressways must be built outside the safety corridor of the road and must have a minimum area of 500 square meters, excluding access roads.
Circular 58/2024/TT-BGTVT will take effect on January 1, 2025.
