The Ministry of Culture, Sports and Tourism issued Decision No. 423/QĐ-BVHTTDL dated March 5, 2026, promulgating the Code of Conduct on Cultural Behavior in the Digital Environment.

The Code of Conduct on Cultural Behavior in the Digital Environment provides for the rules of cultural conduct applicable to individuals and organizations when engaging in activities in the digital environment.
The Code applies to five groups of subjects, including: (i) individuals; (ii) organizations and enterprises providing social networking services and digital platforms, both domestic and foreign; (iii) Internet service providers; (iv) press agencies, broadcasting and television press agencies, media companies, advertising service providers, and performing arts organizations; and (v) other agencies, organizations, and enterprises.
The Code aims to guide the conduct of organizations and individuals participating in activities in the digital environment in accordance with Vietnamese cultural, ethical, and legal standards; to promote the development of a healthy, safe digital environment that respects Vietnamese culture; and to encourage the dissemination of positive, creative values imbued with national cultural identity.
In addition, it seeks to enhance the responsibility of organizations and individuals; promote transparency in the operations of organizations and enterprises; strengthen coordination with competent authorities in the orientation, supervision, and handling of violations in the digital environment; and encourage the promotion of Vietnamese cultural values while selectively absorbing progressive cultural values of humanity in the digital environment.
With regard to general rules of conduct, the Code emphasizes that users must comply with the laws of Viet Nam, respect the lawful rights and interests of all organizations and individuals, and behave in a civilized and courteous manner, preserving cultural identity, moral values, and the fine traditions of the Vietnamese nation.
At the same time, users are required to respect and promote cultural values in the digital environment in line with cultural and ethical standards and the traditional values of Vietnamese society, as well as to respect cultural diversity and differences in regions, ethnicities, and religions.
Users shall also bear responsibility for their conduct in the online environment and cooperate with competent authorities in addressing acts and information content that violate the law or constitute uncivilized or inappropriate behavior.

With respect to individuals, the Code encourages the use of a person’s real name or a lawfully owned name or trademark when participating in activities in the digital environment.
Users are also required to exercise caution when receiving unverified information; to share information with clear and reliable sources, as well as positive, useful content with cultural and humanitarian value that promotes healthy and safe development in the digital environment; and to encourage the sharing and dissemination of content with cultural, educational, and humanistic value.
Upon detecting fake news, false information, or content that violates the law, users shall promptly notify service providers, digital platforms, or competent authorities for handling and timely warning. Where it is necessary to post warnings regarding fake news, false information, or unlawful content, such warnings must include clear identifiers and explicit viewpoints (e.g., red strike-through format).
When engaging in discussions or providing feedback in the digital environment, users must demonstrate respect and communicate in a civilized and courteous manner; use appropriate language, expressions, and images; refrain from using vulgar, offensive, or inappropriate content; avoid defamation or disparagement of organizations or individuals; and refrain from using words, sounds, or images that incite hatred, violence, or discrimination based on gender, region, ethnicity, religion, or culture.
For influencers, administrators of pages, and community groups, the Code requires proactive engagement in the creation and dissemination of valuable content and products; the preservation and promotion of Vietnamese culture on digital platforms; and contributions to the development of national values, cultural values, family values, and standards for Vietnamese people in the new era.
In addition, such individuals are expected to strictly comply with legal regulations; uphold their responsibility and influence toward the community and society, particularly among youth; adopt a healthy and positive lifestyle; and refrain from promoting or encouraging unlawful conduct or behavior contrary to traditional customs and the nation’s ethical values.
With regard to press and media agencies, as well as entities engaged in advertising and performing arts, the Code requires the provision of accurate information, the guidance of public opinion, and the dissemination of positive cultural values; at the same time, such entities must take proactive measures to combat and refute fake news and misleading information in cyberspace.
In the coming period, the Ministry of Culture, Sports and Tourism shall take the lead in disseminating, supervising, and evaluating the implementation of the Code; and shall coordinate with ministries, sectors, and local authorities in organizing communication programs to enhance awareness of cultural conduct in the digital environment.
The Ministry shall also organize communication activities, as well as commendation and reward programs for organizations and individuals with outstanding digital content, products, or activities that have positive and meaningful value for the community and society.
