Recently, on October 3, 2022, the Minister of Industry and Trade signed and promulgated Circular 15/2022/TT-BCT stipulating the method of building a price frame for solar power plants and transitional wind power plants.

Circular No. 15/2022/TT-BCT stipulates methods and procedures for building and promulgating electricity generation price brackets for terrestrial solar power plants, floating solar power plants, onshore wind power plants, and offshore wind power plants
. Accordingly, this Circular applies to the following subjects:
Firstly, Vietnam Electricity;
Second, organizations and individuals participating in the implementation of investment in solar power plants or parts of solar power plants have signed power purchase and sale contracts with Vietnam Electricity before January 1, 2021; and,
Third, wind power plants or parts that have signed power purchase and sale contracts with Vietnam Electricity before November 1, 2021, but do not meet the conditions for applying the electricity purchase price specified in Decision No. 13/2020/QD-TTg and Decision No. 39/2018/QD-TTg amending and supplementing a number of articles of Decision No. 37/2011/QD-TTg on incentive mechanisms for wind power development in Vietnam.

In principle, the construction price bracket for electricity generation of solar power plants and transitional wind power plants is regulated as follows:
- The electricity generation price bracket of terrestrial solar power plants, floating solar power plants, onshore wind power plants, and offshore wind power plants is the range of values from the minimum value (0 VND/kWh) to the maximum value.
- The maximum value applicable to a solar power plant is the electricity generation price of a standard solar power plant determined according to the method specified in Circular 15/2022/TT-BCT.

- The maximum value applicable to wind power plants is the electricity generation price of a standard wind power plant which is also determined according to the method specified in Circular 15/2022/TT-BCT.

Circular 15/2022/TT-BCT takes effect from November 25, 2022.
