Vietnam is a country with a very complex and varied hydrological regime that is located in the tropical monsoon zone. Storms and floods, for example, are natural disasters that regularly occur and severely impact human life and production. Therefore, regulations on the duration and type of hydro-meteorological forecasts and warnings are crucial. Recently, the Ministry of Natural Resources and Environment has issued Circular 08/2022/TT-BTNMT detailing this issue (effective from August 19, 2022). Specifically as follows:

1. Duration of hydro-meteorological forecasts and warnings
- Duration of weather forecasts and warnings include:
+ Extremely short duration: forecast, warning up to 12 hours.
+ Short duration: forecast, warning from over 12 hours to up to 72 hours.
+ Medium duration: forecast, warning from more than 03 days to a maximum of 10 days.
- Duration of climate forecast includes:
+ Long duration: forecasting and warning from over 10 days to a maximum of 01 month.
+ Season duration: forecast, warning from over 01 month to maximum 06 months.
+ Year duration: forecast, warning from over 06 months to a maximum of 12 months.
In addition, there are detailed regulations on: Duration of hydrological forecasting and warning; Duration of forecasting and warning of marine navigation; Duration of forecasts and other hydro-meteorological warnings, etc. Please read more in Circular 08/2022/TT-BTNMT.
2. Types of hydro-meteorological forecasts and warnings
- Type of weather forecast and warning bulletins includes Forecast bulletins, weather warnings of extremely short duration; Forecast bulletins, short-term weather warnings and Forecast bulletins, medium-term weather warnings.
- Type of climate forecast bulletin includes:
+ Long-term climate forecast bulletin: forecast content, minimum warning with information about the trend of average air temperature, total precipitation compared to the average of many years during the forecast period, values of average air temperature and detailed total precipitation for each period from 10 days to 15 days at a particular place or area and the probability of occurrence of dangerous weather phenomena, the ability to affect the environment, living conditions, infrastructure, socio-economic activities.
+ Seasonal climate forecast bulletin: forecast content, minimum warning with information on trend of average air temperature, total precipitation compared to the average value of many years in detail for each period from 01 month to 03 months in a specific place or area and the possibility of occurrence of dangerous weather phenomena, the possibility of impact on the environment, living conditions, infrastructure, economic activities socio-economic.
+ Year-term climate forecast bulletin: forecast and warning content: at least there is information on the trend of average air temperature, detailed total rainfall for each period from 3 to 6 months and climate extremes, extreme climate events on a global, regional and Vietnamese scale.
- In addition, there are detailed regulations on: Type of hydrological forecast and warning message; Type of water source forecast bulletin; Types of hydro-meteorological forecast and warning bulletins according to international treaties that the Socialist Republic of Vietnam, etc.
