According to the Law on Organization of the Government 2015 and other relevant guiding documents, at the request of the Minister of Culture, Sports and Tourism, the Government has issued a new Decree – Decree 01/2023/ Decree-CP, stipulating the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports, and Tourism. In particular, the organizational structure of this Ministry has many changes.

Currently, our Government has a total of 18 ministries and 20 ministers. The Ministry of Culture, Sports and Tourism is an agency of the Government, performing the state management of culture, family, physical training, sports, and tourism nationwide; state management of public services in sectors and fields under the Ministry's state management.

Compared with the previous Decree, ie Decree 79/2017/ND-CP stipulating the organizational structure of the Ministry of Culture, Sports and Tourism, Decree 01/2023/ND-CP has reduced the number of organizations in this Ministry. Specifically, the Department of Emulation and Commendation has been abolished.
The administrative organizations under the current organizational structure of the Ministry of Culture, Sports and Tourism include 1- the Department of Organization and Personnel; 2- the Department of Planning and Finance; 3- the Legal Department; 4- the Department of Training; 5- the Department of Science, Technology, and Environment; 6- the Department of Library; 7- the Department of Ethnic Culture; 8- the Department of Family; 9- the Office of the Ministry, 10- the Ministry Inspector; 11- the Department of Cultural Heritage; 12- the Department of Performing Arts; 13- the Department of Cinema; 14- the Department of Copyright; 15- the Department of Grassroots Culture; 16- the Department of International Cooperation; 17- the Department of Fine Arts, Photography and Exhibition; 18- the Department of Physical Training and Sports; 19- the Vietnam National Tourism Administration; 20- the Management Board of Vietnam Ethnic Culture and Tourism Village.
In addition, the Ministry of Culture, Sports and Tourism also has 05 public non-business units serving the state management function of this Ministry, including 1- Vietnam National Institute of Culture and Arts; 2- Culture Newspaper; 3- Magazine of Culture and Art; 4- Information Technology Center; 5- School of Culture, Sports and Tourism Managers.

During the transition period, the Department of Emulation and Reward will continue to perform its functions, tasks, and powers according to current regulations until the Minister of Culture, Sports and Tourism prescribes the procedures, duties, and organizational structure of the Department of Organization and Personnel.
Decree 01/2023/ND-CP takes effect from February 20, 2023.
