On September 07, 2023, Ministry of finance issued Circular no. 60/2023/TT-BTC stipulates the rate, collection, payment, exemption and management of charges for registration and license plate of road motor vehicles.

Specifically, according to Circular 60/2023/TT-BTC the rate of charges for granting of new registration and license plate of the vehicles, as follows:
(1) For automobiles:
- Passenger automobiles with 9 seats or less:
+ Zone I: 20 million VND/time/vehicle;
+ Zone II: 1 million VND/time/vehicle;
+ Zone III: 200,000 VND/time/vehicle.
- Semi-trailers and trailers, separately registered:
+ Zone I: 200,000 VND/time/vehicle;
+ Zone II: 150,000 VND/time/vehicle;
+ Zone III: 150,000 VND/time/vehicle.
- Other automobiles:
+ Zone I: 500,000 VND/time/vehicle;
+ Zone II: 150,000 VND/time/vehicle;
+ Zone III: 150,000 VND/time/vehicle.
(2) For motorcycles:
- Valued at VND 15,000,000 or less:
+ Zone I: 1 million VND/time/vehicle;
+ Zone II: 200,000 VND/time/vehicle;
+ Zone III: 150,000 VND/time/vehicle.
- Valued at more than VND 15,000,000 to VND 40,000,000:
+ Zone I: 2 million VND/time/vehicle;
+ Zone II: 400,000 VND/time/vehicle;
+ Zone III: 150,000 VND/time/vehicle.
- Valued at more than VND 40,000,000:
+ Zone I: 4 million VND/time/vehicle;
+ Zone II: 800,000 VND/time/vehicle;
+ Zone III: 150,000 VND/time/vehicle.
- Motor tricycles specialized for the disabled: Exemption of charges.

Remark:
- The zones specified in this Circular are determined according to administrative boundaries, specifically as follows:
a) Zone I including: Hanoi city, Ho Chi Minh city includes all districts directly under the city, regardless of inner city or suburban areas.
b) Zone II including: Centrally cities (except Hanoi City and Ho Chi Minh City) include all districts directly under the city regardless of inner city or suburbs; Cities under provinces and towns include all wards and communes within cities and towns, regardless of whether they are inner-city wards or inner-city wards or suburban or suburban communes.
c) Zone III including: Other zones than zone I and zone II specified in Points a and b of this Clause.
- Organizations and individuals with headquarters or residence in any zone must pay fees for issuance of registration certificates and vehicle license plates according to the prescribed fee rates corresponding to that zone.
- Fees for issuance of vehicle registration certificates and license plates specified in this Circular apply uniformly throughout the country. In provinces and centrally cities, legal documents have been promulgated regulating fees for issuance of registration certificates and vehicle license plates that are different from those prescribed in this Circular based on the mechanism. , specific policies allowed by the National Assembly to be applied locally, the tax rates specified in that legal document will apply.
- The value of the motorbike as the basis for applying the fee for issuance of the registration certificate and vehicle license plate is the price for calculating the registration fee at the time of registration.
Circular 60/2023/TT-BTC takes effect from 22/10/2023, annulment of Circular 229/2016/TT-BTC dated November 11, 2016 regulating collection rates, collection, payment, and management of fees for registration and issuance of license plates for road motor vehicles.
