Recently, the National Assembly passed the Law on Emulation and Commendation (amended) on June 15, 2022 at the 3rd session, the XV National Assembly. Accordingly, this Law stipulates, changes and supplements a number of articles on subjects, scope, principles, forms, standards, competence, order and procedures for emulation and commendation; applicable to Vietnamese individuals, collectives and households; Vietnamese individuals and collectives residing abroad; foreign individuals and groups.

According to the Law on Emulation and Commendation 2022, emulation is an organized activity launched by an authorized person with the voluntary participation of individuals, collectives and households. An emulation title is a form of recognition, praise, honor and encouragement with material benefits for individuals, collectives and households with achievements in emulation. Commendation means the recognition, praise, honor and encouragement with material benefits for individuals, collectives and households that have made achievements in national construction and defense.
Accordingly, a number of principles on emulation and commendation have been changed, specifically as follows:
1. In principle in emulation
Compared with the regulations on emulation principles in the Law on Emulation and Commendation, amended and supplemented in 2013 are:
“a) Voluntarily, voluntarily, openly;
b) Solidarity, cooperation and mutual development.”
The Law on Emulation and Commendation 2022 adds another criterion that is "transparently". The addition of this criterion is completely reasonable because it increases the rigor of the principles, making the competition more positive.
2. In principle in Commendation
The Law on Emulation and Commendation 2022 stipulates the principles of commendation as follows:
+ Accurately, publicly, transparently, fairly and timely;
Compared with the current Law on Emulation and Commendation, the Law on Emulation and Reward 2022 has added "transparently" in reward.
+ To ensure consistency between the form and object of commendation and merits and achievements;
(Compared with the current one, the requirement has more consistency with respect to merits and achievements; no longer requires the "property" of rewards)
+ A form of reward can be given many times to an object; do not reward many times, many forms for an achievement; where achievements are rewarded;
This is a new point in the provisions of the Law on Emulation and Commendation 2022. This regulation has clearly demonstrated the principle of achievement, praise until then and uphold the timeliness of the form of reward according to merit and achievements to overcome the situation of "accumulating achievements" in the past.
+ Pay attention to rewarding individuals, collectives and households directly working, producing and doing business; individuals and collectives working in border areas, at sea, on islands and in regions with extremely difficult socio-economic conditions.
This is also a new point specified in the Law on Emulation and Reward 2022, compared with the current Law, there is no longer a regulation on the principle of closely combining spiritual encouragement with encouragement with material benefits.

The Law on Emulation and Commendation 2022 officially took effect on January 1, 2024, replacing the Law on Emulation and Commendation 2003, the revised Law on Emulation and Commendation 2005, the revised Law on Emulation and Commendation 2013, and Amended Law of Cultural Heritage 2009.
