On March 15, 2024, the Government issued Decree No. 32/2024/ND-CP regulating the management and development of industrial clusters. In particular, regulations on industries and production and business establishments are encouraged to invest in industrial clusters effective from May 1, 2024.

Specifically, in Decree 32/2024/ND-CP, industries and production and business establishments are encouraged to invest and relocate to industrial clusters, including:
Firstly, Processing and manufacturing industry serving agriculture; mechanical industry such as: (Automobiles, agricultural machines, construction equipment, industrial equipment, electrical equipment, medical equipment,...); supporting industry; textile, garment and footwear industry;
Second, Information technology and telecommunications industry, electronics industry; smart energy industry; digital technology industry, automation, high-end equipment, new materials, biotechnology;

Third, local industrial and handicraft industries and occupations need to be preserved and developed; Warehousing services, packaging, transportation of goods, repair and maintenance of machinery, industrial equipment and other services directly serving local industrial and handicraft production with a total of The area must not exceed 10% of the industrial cluster area;
Fourth, other industrial sectors and occupations have high technology, are clean, consume little energy, bring high added value, and develop sustainably;
Fifth, industrial and handicraft production facilities that pollute or are at risk of causing pollution in craft villages and residential areas are encouraged to relocate to industrial clusters.
The industries, occupations, and production and business establishments in the industrial cluster are consistent with the industrial cluster development plan under the provincial planning, local socio-economic development orientation and shown in the Decision on establishment and opening. Industrial cluster expansion is regulated by the Provincial People's Committee.
Thus, Decree 32/2024/ND-CP is about to take effect, stipulating that the above industries and production and business establishments are encouraged to invest and relocate to industrial clusters.
