From 10/2022, regulations on start-up support for students in vocational education and training institutions will come into force. This is one of the contents mentioned in Circular 14/2022/TT-BLDTBXH prescribing the provision of career and job consulting and start-up support for students (referred to as “learners”) at vocational education and training institutions. The Circular takes effect from October 15, 2022.

Accordingly, start-up support in vocational education and training institutions is an activity to promote the entrepreneurial spirit of learners and equip learners with knowledge and skills in entrepreneurship during their studies at vocational education institutions; creating an environment to support learners to start a business; create favorable conditions for learners to form and realize ideas, start-up projects and create jobs after graduation.
Start-up support has purposes:
Firstly, promote entrepreneurship and self-employment of learners at vocational education and training institutions; provide learners with access to start-up knowledge and skills so that they are confident, proactive, and creative when starting a new business and proactively enable their self-employment;
Secondly, improve the capacity of vocational education and training institutions in terms of their training and refresher training activities, and provision of start-up and self-employment support to learners;
Thirdly, create a favorable environment to support learners in vocational education and training institutions to form and realize start-up ideas and projects, contribute to creating jobs for learners after graduation; enhance socialization resources, attract the participation of enterprises, organizations, and individuals in supporting start-up and self-employment activities of learners at vocational education institutions.

In addition, Circular 14/2022/TT-BLDTBXH outlines the methods for providing start-up consulting:
First, providing start-up information and start-up education for learners through educational activities; video clips, images, and publications; documents and media;
Second, organizing contests, seminars, forums, seminars, start-up festivals, and exchanges to promote entrepreneurship for vocational education learners;
Third, developing programs and documents and providing training, refresher training and access to start-up knowledge and skills for learners;
Fourth, developing start-up programs and documents and organizing training, refresher training and professional training to improve the competence of cadres and teachers providing start-up support for learners;
Fifth, establishing scientific research, innovation, and start-up clubs for learners at vocational education and training institutions; building a network of alumni who have participated in starting businesses;
Sixth, cooperating with enterprises, organizations and individuals to create a start-up support environment; organizing start-up practice, implementing start-up projects and connecting students' feasible start-up projects with enterprise incubators;
Seventh, other methods prescribed by regulations of law.

Thus, the regulations on start-up support in Circular 14/2022/TT-BLDTBXH are aimed at creating the most favorable conditions possible for learners. It is because starting a business not only benefits students to turn their creative startup ideas into reality, but it also helps businesses to find new ideas and projects to invest in, bringing profits to themselves as well as to the community and society.
