On February 28, 2025, the Minister of Public Security issued Circular No. 12/2025/TT-BCA, which regulates driving license examinations, issuance of driving licenses, and the issuance and use of international driving licenses.

According to Article 12 of Circular No. 12/2025/TT-BCA, the recognition of driving test results for candidates applying for Class A1, A, and B1 driving licenses is as follows:
- Candidates who pass both the theoretical test and the practical driving test in a diagram shall be recognized as having passed the examination.
- Candidates who fail the theoretical test shall still be allowed to proceed with the practical driving test in a diagram.
- Candidates who pass either the theoretical test or the practical driving test in a diagram shall have their results preserved for one year from the date of passing. If they wish to retake the test, they must be listed in the record of absentees or failed candidates from the previous examination session and provide a valid medical certificate for drivers or have their information recorded in the driving license examination system.
According to Clause 2, Article 12 of Circular No. 12/2025/TT-BCA, the recognition of test results for candidates applying for Class B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E, DE driving licenses is as follows:
- Candidates who pass all of the following: theoretical test, simulated traffic situation test, practical driving test in a diagram, practical driving test on public roads shall be recognized as having passed the examination.
- Candidates who pass any one of the above test sections shall have their results preserved for one year from the date of passing. If they wish to retake the test, they must provide a valid medical certificate for drivers and be listed in the record of absentees or failed candidates from the previous examination session or have their information recorded in the driving license examination system.
- Candidates who fail one of the required test sections as specified in Point a, Clause 2, Article 12 of Circular No. 12/2025/TT-BCA shall still be allowed to proceed with the remaining test sections.
Thus, according to Circular No. 12/2025/TT-BCA, candidates who fail the theoretical driving license test may still proceed with the practical driving test. Test results for each successfully completed section will be preserved for one year, allowing candidates to complete the examination without restarting the process. This regulation aims to reduce pressure on candidates and facilitate a more favorable assessment process for driving license issuance.
Circular No. 12/2025/TT-BCA takes effect on March 1, 2025.
