Decree 154/2024/NĐ-CP, which details the Residence Law, specifies the types of documents and materials needed to prove legal residence, as well as documents to verify personal relationships.

Accordingly, the documents and materials required to prove legal residence for permanent residence registration are one of the following:
1. Documents certifying land use rights, ownership of property attached to the land, issued by competent authorities over time in accordance with land and housing laws;
2. Building permits for houses or permits for temporary housing construction in cases where a permit is required under construction laws;
3. Documents for the purchase of state-owned housing or documents related to the sale or liquidation of state-owned housing attached to land under the relevant laws;
4. Contracts for the purchase of housing or documents proving the transfer of housing or receipt of housing from real estate businesses that invest in construction for sale;
5. Documents related to the purchase, lease, donation, inheritance, contribution of capital, or exchange of housing in accordance with land and housing laws;
6. Documents for the donation of gratitude houses, charity houses, unity houses, or housing and land allocations to individuals or households;
7. Court or other competent state agency documents confirming housing ownership with legal validity;
8. Documents and materials proving the mortgage or pledge of legal ownership of the residence;
9. Confirmation from the local People’s Committee about the stable use of housing and land without disputes and not located in areas that are prohibited from registering permanent residence, in accordance with Form No. 02 issued with Decree 154/2024/NĐ-CP;
10. Documents or materials proving the registration and inspection of vehicles owned, confirming the place where the vehicle is frequently parked, except where registration for the parking location is not required under Article 3, Clause 2 of Decree 154/2024/NĐ-CP;
11. Rental, loan, or temporary housing agreements that are notarized or authenticated in accordance with the law;
12. Any other documents or materials considered for issuing land use rights certificates or ownership of property attached to land under land and housing laws over time.
Decree 154/2024/NĐ-CP will take effect from January 10, 2025.
