On November 27, 2023, the National Assembly passed the Identification Law 2023, which added DNA and voice information to the Identification Database.

According to the Identity Law 2023, information in the Identity Database includes:
- Information specified in Clauses 1 to 18, Clauses 24 and Clauses 25, Article 9 of the Law on Identification 2023;
- Identity information;
- Biometric information includes facial image, fingerprint, iris, DNA, voice;
- Occupation, except for the People's Army, People's Police, and Cipher;
- Status of electronic identification card. The status of the electronic identity card is expressed in the form of locked, unlocked and electronic identity levels.
Thus, the Identity Law 2023 has added DNA and voice information to the Identification Database.

Information in the Identification Database is collected, updated and adjusted from the following sources:
- From connecting and sharing information with the National Population Database, national databases, and other specialized databases;
- From the identity archive; documents for issuance and management of identification cards; dossiers for issuance and management of identification certificates;
- From the individual who is the subject of the information, except in the case specified in the Law on Identification 2023;
- Biometric information about DNA and voice is collected when people voluntarily provide it or agencies conducting criminal proceedings or agencies managing people subject to administrative handling measures during the settlement process. In cases where, according to functions and tasks, an appraisal is conducted or biometric information about people's DNA and voice is collected, it will be shared with the identification management agency to update and adjust to the ID Authority. identity database.
Thus, the addition of DNA and voice information to the Identification Database is first and foremost provided on a voluntary basis by the people.
The Identity Law 2023 takes effect from July 1, 2024.
