According to the 2018 Law on Anti-corruption and the decrees guiding its implementation, at the request of the Director of the Organization and Personnel Department and the Chief Inspector of the Ministry, the Minister of Planning and Investment has issued Circular 18/2022/TT-BKHĐT detailing the list and periodical deadline for changing working positions of civil servants and public employees who directly contact and handle jobs in the field of Investment in the locality. Circular 18/2022/TT-BKHĐT will be applied from September 30, 2022.

According to the newly issued Circular 18/2022/TT-BKHĐT, 8 working positions in the field of investment must be periodically converted, including:
First, to appraise and issue certificates of foreign investment in Vietnam and Vietnam's going abroad;
Second, project appraisal;
Third, bidding and tender management;
Fourth, making, allocating, and managing capital plans;
Fifth, planning management;
Sixth, management of industrial parks - export processing zones - economic zones;
Seventh, business management and business registration;
Eighth, managing ODA and concessional loans.

It should be noted that this circular only applies to agencies, organizations, and public non-business units under the management competence of the People's Committees of the provinces and centrally-run cities.
Regarding the subjects of civil servants and public employees regulated by Circular 18/2022/TT-BKHĐT, they include civil servants who do not hold leadership or managerial positions and public employees who directly contact and handle affairs in the field of investment.
