Circular 48/2022/TT-BTC issued by the Ministry of Finance will take effect from September 17, 2022. collection rates, regimes of collection, payment, management and use of fees for exploitation and use of information in the National Population Database.

1. Fee payers
Under the Law on Citizen Identification and Circular 48/2022/TT-BTC, the payers of fees for exploitation and use of information in the national database on population are organizations and individuals (excluding specialized database management agencies, state agencies, political organizations, socio-political organizations and citizens under the Law on Citizen Identification) who wish to exploit information in the National Database of Population and:
- Request to exploit and use information in the National Database of Population; and
- To be provided with information in the National Database of Population by the competent agency managing the national population database in accordance with the law.
2. Information fields belonging to the group of exploitation and use must pay fees
Information fields belonging to the group of exploitation and use that must pay fees include:
+ Verify citizen information by SMS, electronic documents, paper documents (product SPDC01);
+ SMS replying to the result of information requested for exploitation (product SPDC02);
+ An electronic document replying to the result of information requested to be exploited through the public service portal (product SPDC03);
+ An electronic document replying to the result of information requested to be exploited via software application (product SPDC04);
+ Written response to the requested information (product SPDC05).
3. Fees
Under Circular 48/2022/TT-BTC, the fee for verifying citizen information and exploiting information results is 1,000 VND/field.
However, from September 17, 2022 to the end of December 31, 2023: The fee rate equal to 50% of the above-said fee will be applied.
From January 1, 2024 onwards: The above fee will be applied.
