On September 25, 2024, the Government Office issued Notification No. 434/TB-VPCP regarding the conclusions of the specialized conference on "Enhancing the Efficiency of Providing and Using Online Public Services" held by the National Committee for Digital Transformation. This includes the goal that by 2025, at least 80% of administrative procedure files will be processed entirely online.

According to Notification No. 434/TB-VPCP, the Prime Minister requires Ministers, Heads of Departments, and Presidents of People's Committees at all levels to vigorously implement the spirit of "one goal," "two pillars," "three breakthroughs," "four no's," and "five enhancements." Specifically, they are tasked with focusing on several key missions and solutions as follows:

Firstly, focus on improving the quality of online public services:

(i) Conduct a review, assessment, and improvement of the online public service provision process to ensure it meets requirements for effectiveness, convenience, simplicity, and user-friendliness, and to complete this before December 15, 2024.

(ii) Accelerate the restructuring of processes and the design and provision of online public services based on minimizing administrative procedures, reusing data, and ensuring electronic interconnection, so that citizens only need to provide information and documents once to government agencies. By 2025, the goal is for 100% of eligible administrative procedures to be available as fully online public services, with at least 80% of administrative procedure files processed entirely online.

(iii) Ensure the full provision of all 76 essential public services outlined in Scheme 06. For the two groups of electronic interconnected public services related to birth and death registration, the Ministry of Justice is required to urgently upgrade and finalize the common electronic civil registration and management software to ensure connectivity and data sharing with the provincial-level administrative procedure information system and the interconnected public service software, to be effectively implemented by September 2024.

(iv) Expedite research and evaluation to expand the provision of online public services for public service activities, creating a complete electronic ecosystem serving citizens and businesses, with a report to the Prime Minister before December 15, 2024.

(v) Continue to innovate and enhance the quality of operations at Public Administrative Service Centers and One-Stop-Shop Departments at all levels, digitizing and providing non-territorial public services, and assisting citizens and businesses in digital transformation, especially vulnerable groups, ensuring that everyone has the opportunity to access and benefit from public services.

Secondly, accelerate the digitization of files and results of administrative procedures; build, complete, and operationalize national databases and specialized databases; enhance connectivity, sharing, and data reuse. The Ministry of Information and Communications must urgently issue economic-technical standards for the activities of guiding, receiving, digitizing files, and returning results of administrative procedures at ministries, sectors, and localities, as directed by the Government in Resolution No. 82/NQ-CP dated June 5, 2024. It is also necessary to encourage businesses providing public digital signature services to implement policies for fee exemptions or reductions for citizens to facilitate electronic signing of documents when using online public services, to be completed within 2024. The Ministry of Justice and the Ministry of Natural Resources and Environment must urgently develop a roadmap, direct, and organize the implementation of digitizing civil registration data within 2024 and land data within 2025. At the same time, they must coordinate with the People's Committees of provinces and centrally-run cities that have completed digitization to connect and share civil registration and land data to serve administrative procedures and public services.

Additionally, it is essential to strengthen negotiations with Vietnam's trade partners to mutually recognize standards and regulations along with information exchange, and mutual recognition of trade and electronic administrative data and documents to implement smart border gates.

Finally, continue to invest in developing the information technology infrastructure system to meet the demands of seamless and efficient national digital transformation, including: (i) The Ministry of Public Security will lead, coordinate with ministries, sectors, and relevant agencies to focus on building the National Data Center according to the Government's Resolution 175/NQ-CP dated October 30, 2023; (ii) Ministries, sectors, and localities will continue to upgrade and enhance the National Public Service Portal and the administrative procedure resolution information system at the ministry and provincial levels to fully meet digital transformation requirements.

Thus, the application of online public services in receiving and resolving administrative procedures brings many benefits to the state, businesses, and citizens. Recently, the implementation of online public services has received considerable attention and achieved significant accomplishments. However, there are still limitations that need to be addressed promptly. To build a modern administration, beyond the efforts of the state, citizens and businesses must also enhance their awareness, trust, and understanding of the significant benefits that public services provide. They should boldly use the public services provided by agencies and units to create habits, save time, reduce travel efforts, and ensure convenience. With the unity of the entire Party and the people, we will certainly contribute to successfully building a modern administration.
