On October 10, 2024, the government issued Decree 130/2024/ND-CP regulating toll collection for vehicles using public highways owned and directly managed by the state.

According to Decree 130/2024/ND-CP, highway tolls are determined based on the actual distance traveled by vehicles (km) and the corresponding rates for each type of vehicle (VND/km). The toll rates for vehicles on highways managed by the Ministry of Transport are as follows:

Thus, the toll for state-invested highways will range from 900 VND/km to 5,200 VND/km, depending on the type of vehicle and road classification. 

Based on the stipulated rates, the toll applicable to each highway segment is determined specifically in the asset exploitation plan approved by the competent authority.

Currently, state-invested highway projects are divided into two groups: those meeting current standards (with at least 4 lanes and continuous emergency lanes) and those not meeting standards, most of which are highways along the North-South route. Therefore, the tolls will also be categorized into two levels. Users of standard highways will pay Level 1 rates, while users of non-standard highways will pay Level 2 rates.

Accordingly, public highways owned and managed by the state will charge tolls for:

1. Highways that meet the following conditions: designed and constructed according to technical standards for highways and other relevant standards; completed and put into operation per the Road Law and construction regulations; have an asset exploitation plan approved by the authority according to public asset management laws. (Vehicles on these highways will be subject to Level 1 tolls, as stipulated in Clause 1, Article 3 of Decree 130/2024/ND-CP).

2. Highways that were approved for investment before the Road Law came into effect, and which, upon operation, do not meet the criteria in Clause 1, Article 45, and Clause 2, Article 47 of the Road Law. Tolls will be implemented after the construction of toll booths, installation of toll collection equipment, public service facilities at rest stops, and the technical infrastructure needed for traffic management, along with an approved asset exploitation plan. (Vehicles on these highways will be subject to Level 2 tolls, as stipulated in Clause 2, Article 3 of Decree 130/2024/ND-CP).

Additionally, the Decree specifies 10 groups of exempt vehicles from highway tolls, including: ambulances, fire trucks, defense vehicles, police vehicles, funeral service vehicles, police-escorted convoys, defense vehicles participating in drills, vehicles tasked with protecting dikes, and vehicles transporting medical supplies to disaster or epidemic-affected areas.

Decree 130/2024/ND-CP will take effect on October 10, 2024.
