According to Decree 147/2024/ND-CP on the management, provision, and use of the Internet and information online, which was recently issued by the government, social media accounts must be verified using a mobile phone number or a personal identification code in order to operate and post content.

Decree 147/2024/ND-CP introduces new regulations regarding the responsibilities of organizations, businesses, and foreign individuals who provide cross-border information into Vietnam, use data storage services in Vietnam, or have an average monthly traffic of over 100,000 visits from Vietnam (based on statistics over a continuous six-month period).
According to Article 23, Clause 3, Point e of Decree 147/2024/ND-CP, social media users must verify their accounts with a mobile phone number in Vietnam.
In cases where users do not have a mobile phone number in Vietnam, foreign organizations, businesses, or individuals providing social media services must authenticate the account using a personal identification code according to the laws on identification and electronic authentication.
In cases where social media users use live-streaming features for commercial purposes, foreign organizations, businesses, or individuals providing the service must verify the account with a personal identification code as per the regulations on identification and electronic authentication.
Decree 147/2024/ND-CP clearly states that only accounts verified with a phone number or personal identification code will be allowed to function, including posting information (writing articles, commenting, live streaming) and sharing content on social media.
The decree will take effect on December 25, and within 90 days from the effective date, foreign organizations, businesses, and individuals providing cross-border information into Vietnam, as well as domestic organizations and businesses providing social media services, must verify the accounts of users currently active on their platforms.
Thus, starting from December 25, social media users in Vietnam will need to verify their accounts with a mobile phone number. Only in cases where users do not have a mobile number in Vietnam, will they need to authenticate their accounts with a personal identification code.
