On May 13, 2025, the Prime Minister issued Official Telegram No. 65/CĐ-TTg regarding the launch of a nationwide special inspection campaign to intensify efforts in combating smuggling, commercial fraud, counterfeit goods, and infringements of intellectual property rights.

Pursuant to Official Telegram No. 65/CĐ-TTg, the principal objective is to intensify the fight against and effectively prevent and ultimately eliminate smuggling, commercial fraud, the production and trade of counterfeit goods, and violations of intellectual property rights, thereby contributing to sustainable economic development and protecting public health and the legitimate rights and interests of individuals and enterprises. Strict sanctions shall be imposed on all entities and individuals involved in the manufacture and trade of counterfeit pharmaceuticals, milk products, and health supplements.
(1) The Prime Minister has ordered the launch of a nationwide special inspection campaign to identify and eliminate crimes of smuggling, commercial fraud, counterfeit goods, copyright infringement, and other violations of intellectual property rights. The campaign shall be implemented from May 15, 2025, to June 15, 2025, followed by a preliminary review and evaluation. A Special Task Force shall be established under the leadership of Deputy Prime Minister Bùi Thanh Sơn, who concurrently serves as Head of the National Steering Committee 389. Task Force members shall include representatives from the Ministry of Public Security, Ministry of National Defence, Ministry of Finance, Ministry of Industry and Trade, Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Natural Resources and Environment, Ministry of Culture, Sports and Tourism, Ministry of Science and Technology, Governmental agencies, Vietnam Television (VTV), the Voice of Vietnam (VOV), Vietnam News Agency (VNA), and the Standing Office of the National Steering Committee 389.
(2) The Prime Minister has assigned specific tasks to relevant ministries and sectors. Regarding the Ministry of Public Security:
- Direct the nationwide police forces to coordinate with competent authorities to proactively identify suspicious individuals and entities involved in acts of smuggling, commercial fraud, manufacturing and trading counterfeit goods, untraceable or illegally sourced goods, and infringements of intellectual property rights.
- Deploy professional measures to investigate, detect, and criminally prosecute serious offenders in accordance with the law, serving both as deterrence and public warning.
- Coordinate with judicial authorities and expert agencies to ensure timely and thorough investigations and resolution of cases arising during the campaign, avoiding delays and backlogs.
- Determine responsibilities of organizations and individuals in licensing, inspecting, managing import-export activities, and the circulation of goods. Any conduct involving corruption or abuse of power, if identified, must be handled strictly in accordance with the law under the principle of: “One case punished, a whole region deterred”; “No forbidden zones, no exceptions.”
- Assess the root causes and enabling conditions of such crimes; identify legal and regulatory loopholes exploited by violators.
- Provide recommendations and propose revisions to the legal framework, particularly concerning the amended Penal Code.
Thus, the issuance of Official Telegram No. 65/CĐ-TTg by the Prime Minister marks a decisive policy initiative to launch a nationwide special inspection campaign from May 15 to June 15, 2025. This campaign is aimed at effectively combating smuggling, commercial fraud, counterfeit goods, and intellectual property rights violations. It focuses not only on strictly sanctioning violations - especially in areas that directly affect public health - but also on improving the legal and institutional framework, reinforcing administrative discipline, and safeguarding the legitimate rights and interests of the people and business community.
