After considering the Government's proposal in Report No. 706/TTr-CP dated October 24, 2024 and Report No. 781/BC-CP dated November 13, 2024, Verification Report No. 3455/BC-UBPL15 November 12, 2024 by the Law Commission. On November 14, 2024, the National Assembly Standing Committee issued Resolution 1286/NQ-UBTVQH15 of 2024 arranging commune-level administrative units of Hanoi City for the period 2023-2025.
Accordingly, it stipulates the arrangement of 109 commune-level administrative units to form 52 new commune-level administrative units in 20 districts and towns of Hanoi city. Specifically, the new names of 56 wards and communes in Hanoi City after the merger are as follows:

Regarding effectiveness: This Resolution takes effect from January 1, 2025.
Regarding implementation organization:
- The Government, People's Council, Hanoi People's Committee and relevant agencies and organizations are responsible for organizing the implementation of this Resolution; Arrange and strengthen the apparatus of local agencies and organizations; stabilize the lives of local people, ensure the requirements of socio-economic development, national defense and security in the area.
- The Government directs relevant ministries and Hanoi city authorities to continue researching and developing appropriate arrangements for administrative units subject to rearrangement but have not yet implemented arrangements during this phase. period 2023 - 2025, determining a roadmap to complete the necessary standards and conditions to ensure implementation of arrangements in the following years in accordance with regulations.
- The Nationalities Council, the National Assembly Committees and the Hanoi National Assembly Delegation, within the scope of their duties and powers, supervise the implementation of this Resolution.
