On October 18, 2024, the Large Enterprise Tax Department (General Department of Taxation) issued Official Letter No. 1345/CT-QLT2 regarding coordination for the dissemination of information and guidance on personal income tax (PIT) refund procedures. In the letter, the tax authority advises against providing taxpayer information to entities whose identities are unclear.

The General Department of Taxation has implemented the eTax Mobile application, which allows taxpayers to access information about their tax obligations, personal tax identification numbers, deductions for dependents, receive tax notices, make electronic tax payments linked to their bank accounts, perform tax finalization, claim personal income tax refunds, report inaccurate income information provided by payers to the tax authority, and use other services that facilitate taxpayers in understanding tax obligations and calculation methods.
Despite the advantages of the electronic tax services introduced by the Tax Department, there have been instances where some taxpayers use "personal income tax refund services" from unverified social media platforms. In some cases, taxpayers have been manipulated by intermediaries who encourage them to use unauthorized tax services for tax finalization. These intermediaries may ask taxpayers to provide their full account and password for the eTax Mobile app to a "service provider" handling the tax refund procedure. As a result, some taxpayers have fallen victim to exploitation and fraud.
The Large Enterprise Tax Department recommends that individual taxpayers handle their tax filings directly through the official websites and applications of the General Department of Taxation and avoid using unofficial tax-related apps.
To protect the rights and interests of taxpayers, the Large Enterprise Tax Department urges income-paying businesses and organizations to:
- Educate workers about registering and using electronic tax accounts with the tax authorities to facilitate tax finalization and personal income tax refunds. Businesses should cooperate with the Large Enterprise Tax Department to encourage employees to install and use the eTax Mobile app. Taxpayers must not share personal information, account credentials, or passwords with others to avoid being exploited or defrauded by malicious actors.
- To ensure that any issues faced by taxpayers are addressed promptly, income-paying businesses should monitor and gather feedback from employees about difficulties in tax finalization or refunds and submit these concerns to the tax authorities for guidance. Businesses should also inform employees that if any issues arise with tax finalization, exemptions, or refunds, they should report them through the organization’s contact point, which will liaise with the Large Enterprise Tax Department for resolution.
- If taxpayers suspect impersonation or receive suspicious communications, they should immediately report these to the tax authorities or the income-paying organization for verification and advice on how to take corrective action and avoid losses.
- Taxpayers should avoid downloading or installing applications through unofficial links (URLs) or guides. Some signs of fraudulent apps include requests for unnecessary permissions, such as access to screen content, data input, or remote control of the device.
This advisory is intended to protect taxpayers from fraud and ensure that they use only official and secure channels for managing their tax affairs.
