1. What is a temporary residence card?

The Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam 2014 stipulates that a temporary residence card is a document issued by the immigration management agency or a competent agency of the Ministry of Foreign Affairs. 3. Validity of temporary residence card

(1) The duration of the temporary residence card issued is at least 30 days shorter than the remaining validity of the passport;

(2) Temporary residence card with symbol DT1 is valid for no more than 10 years;

(3) Temporary residence cards with symbols NG3, LV1, LV2, LS, ĐT2 and DH are valid for no more than 05 years;

(4) Temporary residence cards with symbols NN1, NN2, DT3, TT are valid for no more than 03 years;

(5) Temporary residence cards with symbols LD1, LD2 and PV1 are valid for no more than 02 years;

(6) Expired temporary residence cards will be considered for issuance of new cards.

V. SOME QUESTIONS RELATED TO ISSUANCE OF TEMPORARY RESIDENCE CARD FOR FOREIGNERS IN VIETNAM

Question 1: When will a temporary residence certificate be issued at the border gate?

Reply:

According to the Law on Entry, Exit, Transit, and Residence of Foreigners in Vietnam amended in 2019, foreigners entering the country without a valid permanent or temporary residence card will be granted a temporary certificate. Stay at the border gate for the following period:

(1) The temporary residence period is equal to the visa period; In case the visa has a DL symbol valid for more than 30 days, temporary residence will be granted for 30 days and temporary residence extension will be considered;

(2) For people who are exempted from visas under international treaties to which Vietnam is a member, the temporary residence period shall be granted according to the provisions of the international treaty. If the international treaty does not stipulate the temporary residence period, then the temporary residence period shall be granted temporary residence for 30 days;

(3) For citizens of countries that are unilaterally exempted from visas by Vietnam, they will be granted temporary residence for 15 days; if entering a special administrative - economic unit or coastal economic zone, they will be granted temporary residence;

(4) For people not falling into the cases specified in Points a and b of this Clause, entering the border gate economic zone will be granted temporary residence for 15 days, and entering a special administrative - economic unit or coastal economic zone will be granted temporary residence for 15 days. temporary residence for 30 days.

(3) Tourist accommodation establishments that are hotels must connect to the Internet or computer network with the immigration management agency of the province or centrally run city to transmit information about foreigners' temporary residence declaration. Other accommodation establishments with Internet access can directly send information about foreigners' temporary residence declaration to the public email box of the immigration management agency of the Police of the province or centrally run city;

(4) Foreigners who change their temporary residence or temporary residence other than the address stated in their permanent residence card must declare their temporary residence according to the provisions of section (1).
